Ulyanovsk is a Russian city on the Volga River. It is the capital city of the region of the same name. The commissioning of the new plant was officially celebrated in the summer of 2012. The state commission for the assurance of supplies in Moscow has confirmed that the site has more than 100 million tonnes of mineral reserves—which makes it the largest deposit in Russia.
